They’re a weaker fit for builders who only want custom new construction, because the ads are keywordless and Google no longer credits leads for job types or areas you don’t serve. Judge them by cost per signed contract, not cost per lead.

That last point is how we judge them too: what matters is what each signed pool cost, not each lead. Local Services Ads management is part of our local ads work in the Growth and Scale tiers, alongside the Google Ads and remarketing on our marketing for pool builders page. The rest of the pool builder marketing questions library goes one question at a time.

Can a pool builder run Local Services Ads?

Yes, in principle. Google’s US list of Local Services Ads categories includes pool contractor, with pool cleaner as a separate category, and it describes pool contractors as businesses that provide pool remodeling, repairs and additional installation services. Source: Business screening and verification requirements.

Two cautions before you plan around it. Google says Local Services Ads are available only for certain service categories, and it sends you to an eligibility check to see whether they’re offered in your area, so being on the list doesn’t mean the category is live in your town. And because the ads are keywordless, you don’t pick searches like “inground pool builder” plus a town. You pick a category, job types and areas, and Google decides which searches you show for. Sources: Getting started with Local Services Ads and Local Services Ads transition to Performance Max campaigns.

What kind of pool work do Local Services Ads bring in?

Whatever the homeowner was searching for when your ad showed, within the job types you selected. Google’s own description of the category leads with remodeling and repairs, which is a hint about who is searching: plenty of people tap a Local Services ad because a pool needs fixing or refinishing, not because they’re planning a new backyard.

In our judgement, that makes Local Services Ads a better fit for pool builders who also want renovation, resurfacing and repair work than for a builder who only takes custom new construction. If renovations are a real part of your business, those leads can be good work. If they aren’t, you’ll be paying for calls you don’t want unless you keep your job types tight. Either way, decide up front whether a renovation lead counts as a win.

What counts as a lead I pay for?

You pay for valid leads, not clicks. Google counts a lead as valid when:

You answer a call, or call the customer back and speak with them.

You miss a call during your business hours and the caller stays on the line for more than 20 seconds.

A customer sends a text message or email through the ad, or leaves a voicemail.

A customer sends a booking request.

Once a lead is charged, follow-up calls and messages from the same phone number or email aren’t charged again as long as there’s interaction within 15 days. Source: How leads work.

That 15-day rule matters more in a long sale. A homeowner who calls about a pool in March, goes quiet while they talk to their lender, and calls back from the same number in May can create a new charged lead, because more than 15 days passed with no activity.

Will Google credit me for leads that aren't real pool buyers?

Sometimes. Google screens leads when the customer first makes contact and doesn’t charge for ones it decides are invalid or low quality, such as spam or duplicate contacts. Charged leads keep getting reviewed, and Google says credits for low-quality leads are applied automatically, in most cases within 30 days. Each lead shows as Charged, Not charged, In review or Credited. Source: About Automated Local Services Ads lead credits.

What Google no longer credits is the part that catches pool builders: leads for a job type you don’t service and leads from an area you don’t serve. If you leave a job type switched on that you don’t really want, or draw your service area two counties past where your crews will build, those leads are yours to pay for. Google’s advice for unwanted leads is to refine your service areas, job types and categories, and it notes that narrowing them can reduce how many leads you get.

What decides where my pool company shows up in Local Services Ads?

An auction that weighs your bid against how likely your ad is to produce a lead. Google lists what goes into that second part:

Responsiveness. Missed calls can hurt it. Turning on message and booking leads gives homeowners a way to reach you at night and on weekends.

Relevance. What the homeowner searched for, and how well your services and business bio match it.

Profile quality. Your rating, number of reviews, average response time, high-quality images and the verification checks you’ve completed. Google says higher-quality profiles may rank higher and pay lower costs per lead.

Source: About ad rankings. Google also recommends 5 or more reviews, and some business types need 5 before the ad shows at all (Improve your Local Services Ads performance). For a pool builder who finishes a limited number of pools a season, that’s a reason to ask every finished customer; getting more Google reviews covers when and how to ask.

What does Google check before a pool contractor can advertise?

Google’s screening list for pool contractors in the US names a business check and owner check (background), a business check and business representative check (registration), general liability insurance, and business and owner licenses at the state level. Each of those is marked “select users only”, so which ones apply to you depends on your business and your state. Every Local Services advertiser also needs a public, verified Google Business Profile. Google says verification takes 3 to 4 weeks on average after you submit your documents. Source: Business screening and verification requirements.

Google also offers pre-badge ads, which can start bringing in leads after you pass preliminary checks, but those listings are placed below providers who have finished verification and earned the Google Verified badge. Start the paperwork in the off-season, not in spring. Your Business Profile is part of the setup, so optimizing your Google Business Profile is worth doing first.

Are pool builders part of the move into Google Ads?

Google is moving Local Services Ads into the main Google Ads platform as Performance Max campaigns with pay-per-lead goals. Its first phase, which began in August 2026, names select US home and storefront service advertisers such as plumbing, HVAC, electrical, roofing and pest control. It doesn’t name pool contractors. The next phase, in late 2026, covers service-area businesses without physical storefronts, and all remaining categories not moved in 2026 transition in 2027. Source: Local Services Ads transition to Performance Max campaigns.

So your account may move later than a plumber’s, but it will move. Google says the account administrator gets an email 14 days before the migration date. You’ll still pay per lead and show only on Search and Maps, but weekly budgets become daily, manual bidding such as a maximum cost per lead goes away, and your old reports don’t carry over, so save your lead history first.

How much do Local Services Ads leads cost a pool builder?

Nobody can give you an honest single number. Google says lead prices vary with your location, the job type, the type of lead and your bidding, and a new-construction inquiry in a crowded suburban market won’t price like a repair call in a small town.

What you control is the budget. Before your account moves, you set an average weekly budget with a monthly maximum; after the move, budgets are daily and a month’s spend is capped at your daily average budget times 30.4. In Google Ads, the Cost / conv. column shows your average cost per lead. The number that decides whether the ads are worth it is one step further on: what each signed contract cost, which the worked example below walks through.

When are Local Services Ads worth it for a pool builder?

In our judgement, they tend to pay off when most of these are true:

You take renovation, resurfacing or repair work as well as new builds, so more of the leads are work you want.

Someone answers the phone during your listed hours, and messages get a reply the same day.

You have a steady flow of recent Google reviews from finished pools.

Your job types and service area match the work and the towns you’ll actually take.

You have open slots on the build calendar for the season the leads are asking about.

You can follow each lead from the first call to a signed contract, so you judge cost per contract, not cost per lead.

The last point is the hard one when the sale takes months. Tracking which marketing produces signed contracts covers how to keep the lead source attached until the contract is signed.

When should a pool builder skip Local Services Ads or wait?

The same list in reverse. In our judgement, they tend to disappoint when you only build custom new pools and don’t want service or renovation calls, when the phone goes to voicemail during the spring rush, when the profile has few reviews, or when the build calendar is already full for the season the homeowner wants.

Most of these can be fixed first. If the calendar is full, pausing is a reasonable choice: before your account moves you pause from your Local Services Ads inbox rather than the main Google Ads screens, and after the move you set the campaign to Paused in Google Ads and back to Enabled when you want leads again. Google Search ads charge per click, you choose the searches, and the click goes to a page you control, so you can aim at “inground pool builder” or “fiberglass pool” searches in specific towns and send them to a gallery of pools like the one they searched for. Local Services Ads charge per lead, you choose categories, job types and areas instead of searches, and the homeowner contacts you straight from the ad, without seeing your website first.

For a builder focused on new construction, in our view Search ads give more control over which homeowners you pay for, and whether Google Ads are worth it walks through that decision. For a builder who also wants renovation and repair work, running both can make sense: Local Services Ads for the top of the page, Search ads for the new-build searches you care about most. Structuring your Google Ads campaigns covers how to keep those separate.

Not sure which of these is costing you jobs?

A free visibility audit checks the Google profile, reviews, site and tracking, and shows what to fix first.

Get my free visibility auditBook a growth call

What's different about Local Services Ads for pool builders

A lead isn’t the sale. For a service trade, a charged lead is often a booked job the same week. For a pool builder it’s the start of a design consultation, a proposal, financing and a permit. Count consultations, proposals and signed contracts from Local Services Ads separately, or the ads will look better or worse than they are.

Google’s advice to go broad cuts the other way for new builds. Google suggests selecting all the job types you perform and setting your service areas broadly, such as a whole county. Source: Improve your Local Services Ads performance. In our judgement, a pool builder should go only as wide as the towns its crews will build in, because Google no longer credits leads from areas you don’t serve.

Long silences can mean a second charge. Because a repeat contact is free only within 15 days of the last activity, a homeowner who goes quiet for a month and calls back can cost you again. In our judgement, giving every serious lead a direct number for your salesperson after the first call keeps follow-up conversations out of the ad.

Seasons set the budget. Spring and summer are busy and winter is slower. Match the budget to open build slots rather than paying for leads you’ll push to next year.

A worked example: from cost per lead to cost per signed pool

These numbers are made up to show the math, not a benchmark for your market. Say your Local Services Ads bring in 40 charged leads over a spring at $75 each, or $3,000 in total. Of those, 12 were homeowners asking about a new pool in towns you build in; the rest were repairs, resurfacing, service questions and a few you couldn’t use. From the 12, five booked a design consultation and two signed contracts.

Counting only the new-build contracts as wins, your cost per signed contract is the full $3,000 divided by 2, or $1,500. If you didn’t want the other leads, the fix is in your job types, not the budget.

If you pay for management, add that cost as well. Our Growth package includes Local Services Ads management along with Google Ads up to $5,000 a month in spend, SEO and Google profile work, and it’s $4,500 a month, so only part of it belongs to the ads. Ad spend is paid to Google separately.

Frequently asked questions

Is pool cleaning the same Local Services category as pool contractor?

No. Google lists pool cleaner and pool contractor as separate categories, each with its own description and screening checks.
