Inside each campaign, give every job type its own ad group with a narrow set of keywords, ads that mention the job and a landing page about that job. Keep Local Services Ads as their own pay-per-lead campaign alongside, and compare every campaign on what each booked job cost.

That layout is how we build Google Ads for local service businesses: campaigns split by the jobs and towns you want, call tracking from day one, and monthly changes based on which campaigns book work. It’s part of our plumbing company marketing, and the rest of the plumbing marketing questions library goes question by question.

What does campaign structure mean in a plumbing Google Ads account?

A Google Ads account has three layers, and each one controls different things:

Campaigns hold the settings that apply to everything inside them: the budget, the locations you target, the networks you show on and the schedule.

Ad groups sit inside a campaign. Each one holds a set of keywords and the ads those keywords trigger (How ad groups work).

Keywords and ads decide which searches you show up for and what the searcher reads.

Google’s guide to organizing your account says there isn’t one correct way to do it, but its best practices point one way: separate campaigns where settings differ, narrow ad groups underneath. It also warns that reorganizing later wipes out the data you’ve collected, so plan before the first dollar is spent.

Step 1: When does a plumber need a separate campaign?

Google’s rule is straightforward: when you need a different set of campaign settings, such as a different budget or location targeting, create a separate campaign. If you want everything to share one budget and one set of locations, one campaign is fine (Google Ads Help).

For a plumbing company, the settings that usually need to differ are:

Budget. You may want a fixed amount for emergency calls that can’t be eaten by water heater searches, or the other way round.

Map. A clogged-drain call may only be worth a short drive, while a repipe or sewer line job may justify a longer one.

Hours. If nobody answers after 6 p.m., urgent-call ads may need to stop then, while research-heavy searches for a tankless water heater can run later because those people fill in a form or call back.

If none of those differ for you, don’t split for the sake of it. In our judgement, a one-truck shop can start with one Search campaign and split once the numbers give a reason.

Step 2: Which campaigns should a plumbing company start with?

In our judgement, most plumbing accounts start well with two Search campaigns, and add a third only when there’s a clear reason:

Urgent service and emergency calls. Burst pipes, leaks, clogged drains, no hot water, toilet and faucet repairs. The searcher wants a phone number and someone who can come today.

Planned, higher-ticket work. Water heater replacement, tankless installs, repipes, sewer line repair and replacement. The searcher often compares options before calling, and each job is worth far more.

Commercial work, if you want it. Restaurants, property managers and offices usually come with different towns, different budgets and different hours, which is exactly when Google says to use a separate campaign.

Google describes Search campaigns as reaching people while they’re searching for the services you offer, which is why we put Search first. If you’re not sure which jobs deserve a campaign, which plumbing services to advertise first covers that choice.

Step 3: How should I split ad groups by plumbing job type?

Google recommends picking a narrow theme for each ad group and using keywords related to that theme, and suggests your website’s sections are a good starting point, with each ad group matching a page or category on your site (Google Ads Help). For a plumber, a job type is a natural theme. A planned-work campaign might hold ad groups like these:

Water heater replacement

Tankless water heater installation

Whole-house repipe

Sewer line repair and replacement

An urgent-service campaign might hold drain cleaning, leak repair, emergency plumber and toilet or faucet repair.

Google also recommends at least 3 ads per ad group, with one of the ad group’s keywords in the headline. Point each ad group to a page about that job; a water heater ad landing on the homepage is one of the reasons covered in why plumbing ads get clicks but no calls.

Step 4: How do keywords and match types fit the structure?

Each ad group gets only the keywords for its job. Google offers three match types (About keyword matching options):

Broad match, the default, reaches related searches; Google says it’s critical to pair it with Smart Bidding.

Phrase match reaches searches that include your keyword’s meaning.

Exact match gives the most control and the fewest searches.

Structure matters here because of how Google picks between your own ad groups. When a search could match keywords in several ad groups, an identical exact match keyword wins first, then an identical phrase or broad match keyword; after that, Google uses AI to pick the most relevant ad group, judged on the search term, all the keywords in the ad group and the ad group’s landing pages. Google’s advice is to structure ad groups by theme so it’s clear which one should match (About ad group and asset group prioritization). In practice that means a search for “water heater installation” should have one obvious home in your account. Which searches deserve a keyword at all is covered in what keywords plumbing ads should target.

Step 5: Where do negative keywords go in the structure?

Negative keywords can sit at more than one level, and plumbing accounts use more than one. Google lets you build a single account-level negative keyword list that applies across search inventory in all your campaigns, including Search and Performance Max, with a limit of 1,000 negative keywords per account. That’s the right home for exclusions that apply everywhere, which for plumbers are usually job seekers (jobs, salary, apprenticeship), do-it-yourselfers (how to, DIY) and parts shoppers (supply, parts).

Campaign and ad group negatives handle the rest, such as keeping repipe searches out of the urgent-service campaign. Google notes negatives don’t match close variants, so add singular and plural forms yourself. Building the list itself is covered in negative keywords that stop wasted spend.

Step 6: Should each campaign have its own service area?

Often, yes, and it’s one of the main reasons to split at all, since location is a campaign setting. By default Google targets people who are in or regularly in your locations and people who have shown interest in them. Google recommends that default as a best practice for most Search campaigns, but says to consider the Presence setting when you only want to reach people in your chosen locations (About advanced location options).

In our judgement, Presence suits an emergency campaign, because the homeowner with a leak is usually searching from the leaking house. The default can earn its place in a planned-work campaign, for a landlord or an adult child arranging a water heater from elsewhere. Draw each map around the towns where that job is worth the drive.

Step 7: Should each campaign run on its own schedule?

Ad scheduling is also a campaign setting. Google Ads campaigns show ads all day by default, and an ad schedule lets you pick the days and hours your ads show, or raise and lower bids for specific days and times (About Ad Scheduling). Call assets, the phone number shown with your ad, have their own schedule: Google says you can set numbers to appear only when your business can take calls (About call assets).

So the urgent-service campaign runs when someone will actually pick up. If after-hours calls roll to voicemail, the click is paid for and the homeowner calls the next plumber. A planned-work campaign can run more widely, because in our judgement those searchers more often fill in a form or call back. Either way, turn on call reporting, which uses Google forwarding numbers on the Search Network, so each campaign’s calls are counted.

Step 8: How should I split the budget between campaigns?

Each campaign has its own average daily budget, and Google can spend more on some days and less on others, up to two times your average daily budget on any one day for most campaigns, while never charging more than 30.4 times the daily average in a month (About average daily budgets). To set it from a monthly number, divide by 30.4. Google also offers shared budgets that span several campaigns.

In our judgement, separate budgets are usually the point of splitting. With one shared budget, a busy week of drain-cleaning clicks can use up money meant for water heater searches. Weight the budget toward the jobs you need most, then move money once you see which campaign books jobs at a cost you can carry. How much to spend on plumbing Google Ads covers the total.

Where do Local Services Ads and Performance Max fit?

Local Services Ads stay a separate thing, even inside Google Ads. Google is moving them into Google Ads as Performance Max campaigns with pay-per-lead goals, and plumbing is named in the first phase, which began in August 2026 for select advertisers. They’re still keywordless, targeted by service categories and areas, and still show only on Google Search and Maps. If you also do HVAC and want separate bidding for each trade, Google says to set up separate campaigns for each, for example one for plumbing and one for HVAC (Google Ads Help). New pay-per-lead campaigns still can’t be created inside Google Ads yet, so new setups go through Local Services.

Standard Performance Max charges per click and runs across YouTube, Gmail and Display as well as Search; when a search is identical to an exact match keyword in a Search campaign, the Search campaign gets priority (Google Ads Help). In our judgement, it belongs after your Search campaigns are tracking booked jobs, not before.

Step 9: How do I know my campaign structure is working?

Compare campaigns, and ad groups inside them, on cost per booked job: what each one cost divided by the jobs it put on the schedule. Google Ads can count clicks, calls and form fills per campaign, but it only knows which ones booked if you tell it. That’s why each campaign needs its own tracked calls, and your job software (ServiceTitan, Housecall Pro or Jobber) needs the lead source on each job. Tracking which plumbing marketing books jobs walks through the setup.

Signs the structure needs work: an ad group spending on searches outside its theme, the same search showing up in two campaigns, or a campaign with plenty of calls and few booked jobs. Fix those in place; since reorganizing wipes out your data, small changes usually beat starting over.

Not sure which of these is costing you jobs?

A free visibility audit checks the Google profile, reviews, site and tracking, and shows what to fix first.

Get my free visibility auditBook a growth call

What's different about Google Ads structure for plumbing companies

Two kinds of searcher. A plumber’s work splits cleanly between urgent problems, where the searcher wants a phone number now, and planned replacements, where the searcher reads first and calls later. In our judgement, that split is the main reason a plumbing account needs more than one campaign, and it’s sharper in plumbing than in many trades.

Job values far apart. A faucet repair and a whole-house repipe can both come from one search session, but they’re worth very different amounts to you. Keeping them in separate ad groups, and the big jobs in their own campaign, is how you see what each one costs to win.

Do-it-yourself searches. Homeowners often try plumbing fixes themselves first, so many plumbing searches aren’t looking for a plumber. That makes the account-level negative list part of the structure, not an afterthought.

A worked example: one budget, two plumbing campaigns

These numbers are made up to show the math, not a benchmark for your market. Say a plumbing company has $2,400 a month for Google Ads. It puts $1,500 into an urgent-service campaign and $900 into a planned-work campaign. Divided by 30.4, that’s average daily budgets of about $49.34 and $29.61.

After a month, the urgent-service campaign has brought in 36 calls, and 12 of them booked, so each booked job cost $1,500 divided by 12, or $125. The planned-work campaign brought in 11 estimate requests and 3 signed jobs, so each signed job cost $900 divided by 3, or $300.

The planned-work campaign looks worse per lead, but if a water heater or repipe leaves several times the profit of a service call, it may deserve the next dollar. You can only see that because the two sit in separate campaigns.

For reference on management cost: our Essentials package is $3,500 a month and includes Google Ads management for up to $2,500 a month in ad spend, one landing page, and call, web and form tracking. Growth is $4,500 a month and adds Local Services Ads management and Google Ads up to $5,000 a month in spend. Ad spend is paid to Google separately in every package. A free visibility audit runs this same math on your own market.

Frequently asked questions

How many ad groups should a plumbing campaign have?

As many as you have distinct job types you want to pay for, and no more. Google’s advice is a narrow theme per ad group; in our judgement, a handful of well-built ad groups beats dozens that each get too few clicks to judge.

Can I put every plumbing service in one campaign?

You can, and Google says one campaign is fine when everything shares a budget and locations. The cost is control: urgent and planned work then share one budget, one map and one schedule.

How many ads should each ad group have?

Google recommends at least 3 ads per ad group with optimized ad rotation, and suggests mentioning one of the ad group’s keywords in the headline.

Should I add my phone number to the ad text?

No. Google says a phone number placed elsewhere in the ad text may get the ad disapproved.
